The Ministry of Science and Technology was established in 1982, following the recommendations of the government appointed Iftah Committee. The committee defined the responsibilities of the Ministry:
- Formation of a national policy on science and technology
- Coordination of all government research activities
- Follow-up on the distribution of national investments in R&D
- Establishment and promotion of scientific infrastructure
- Promotion of science within the community
