The execution of conferences is conditioned to comply with the availability of the necessary budget, with the Ministry's prioritization and with an agreement between the Ministry and the authorized institute abroad, in accordance to the bilateral agreement for scientific cooperation. The Ministry reserves the right to determine in which year it will decide to hold the conference and in which country (Israel of the counterpart country) in will be held.

The Ministry of Science and Technology avoids the adoption of conferences in specific subject, in which the research in funded by other government ministries, like The Ministry of Agriculture, The Ministry of Health, The Ministry of Industry, Commerce and Employment and The Ministry of Environment.
