Establishments R&D center  for the Bedouin Society in two sites: the Hura Local District and the Abu-Sama Regional District.

There is a government resolution date April 4th, 2003, regarding a program for dealing with the Bedouin sector in the Negev. The Ministry does not play a role in this program, and yet it saw fit to strive towards manifesting the government's policy for promoting the Bedouin society in the Negev.

Towards the end of 2003, the Ministry declared a resolution to establish a regional R&D center for the Bedouin society in the Negev. This society is unique. The R&D center will serve as a base and anchor for enriching activities and for proper direction of the Bedouin society, This center was build with the assistance of the Ben-Gurion University, which has dedicated her best administrative committee researchers to the task, and has granted the personal attention of the University's president's attention to the matter.

The Ministry has issued a call for proposal for the establishment of a regional R&D center. Upon completion of this stage, it was decided to establish an R&D center which will operate in two locations (for the first time): The Hura Local District (located 20km from Beer-Sheva), and in the Abu-Sama Regional District.

The objective is from one hand, use science in order to improve the population's quality of life and knowledge in the Hura Local District and on the other hand – to take part in shaping the daily lives of the Abu-sama Regional District population.
